J&K&L HC: Personal-Enmity Assaults Concern Law and Order, Not Preventive Detention - (22 Sep 2026)

CONSTITUTION

J&K&L High Court quashed a preventive detention order, holding that assaults arising from personal enmity are law-and-order issues, not public-order threats. Mere involvement in multiple criminal cases is insufficient unless the conduct can disrupt normal community life.
