Allahabad HC: Clarification Issued Before Decision Applies to Pending Tender Complaints - (26 Aug 2026)

Allahabad High Court held that a clarificatory circular issued after a tender complaint but before its final decision ordinarily governs the pending dispute, unless it disturbs crystallised rights or was framed to defeat a specific complaint.
