J&K&L HC: Revisional Powers U/S 15 Must be Exercised in Reasonable Time, Not After 20-Year Delay - (05 Jun 2026)

LIMITATION

High Court of Jammu & Kashmir and Ladakh quashed a 2021 revision overturning a 2004 mutation, holding that revisional powers under Section 15 of the Land Revenue Act must be exercised within a reasonable time, as a 20-year delay undermines legal certainty, finality, and third-party rights.
