J&K&L HC: Rejection of a Representation Does Not Create Fresh Cause of Action in Service Matters - (13 May 2026)

SERVICE

High Court of Jammu & Kashmir and Ladakh held that repeated departmental representations cannot overcome delay and laches in filing a writ petition, and that rejection of such representation does not create a fresh cause of action or revive an otherwise time-barred or stale claim.
