J&K&L High Court: Revisional Powers Must Be Used Within Reasonable Time; Merits Don’t Justify Delay - (16 Dec 2025)

J&K&L High Court quashed an order reopening revenue mutations after over 40 years, holding that revisional powers, even in fraud cases, must be exercised within a reasonable time, and the merits of a case cannot justify excessive delay in exercising such powers.
