P&H HC: Constitution isn’t Privilege Charter; Reservation in Promotions Requires Statutory Amendment - (07 Nov 2025)

SERVICE

P&H HC held that reservation in promotion cannot be implemented through executive orders or policy without a statutory rule under Article 309. It noted the Health Department exceeded its authority by granting promotion benefits to SC juniors, as the relevant service rules had no such provision.
