Cal HC: Look-Out Circulars Should be Issued Only in Exceptional Cases; Can’t be a Recovery Norm - (14 Jun 2023)

Calcutta High Court while observing that Look-Out Circulars causes an immediate and irrevocable violation of a person’s fundamental right to movement, has held that it should only be issued in exceptional circumstances and not as a recovery mechanism for outstanding monetary dues.
