JKL HC: Creation of Special Authority No Reason to Condone Delay - (06 Mar 2023)

Jammu and Kashmir and Ladakh High Court has observed that creation of an Authority under special legislation cannot be a reason to condone delay and it is the applicant who is obliged to explain delay and not Authority or Court, to make out a case for condonation of delay.
