Others include laws to reinvigorate Delhi Netaji Subhas University of Technology, oversight in fees charged by schools, revision of minimum wages and other adjustments to policy and criminal law.<BR><BR> The National Capital Territory of Delhi (or Delhi) sits in the obfuscatory zone of more-than-a-Union-Territory but not-yet-a-state. With two independent, democratically elected governments working in such close administrative proximity, friction is more than a common occurrence.
